BUDGET ITEMS IN RELATION TO NIGERIAN AIR FORCE STRATEGIC PLAN

The NAF budget is prepared in line with the NAF 2017 – 2026 Strategic Plan. To this end, some of the platforms to be acquired include the JF-17 Thunder Aircraft and the Agusta AW109 Power Helicopter. These aircraft, when acquired, would boost the operational capability of the NAF in the fight against insurgency and protection of critical national assets. NIGERIAN AIR FORCE 2018 CITIZENS’ BUDGET

NIGERIAN AIR FORCE PERSONNEL STRENGTH

The strength of the Nigerian Air Force is about 18,500 personnel, comprising about 2,600 officers and 15,900 airmen/airwomen.


NIGERIAN AIR FORCE PERSONNEL EARNINGS

Salaries are paid to Nigerian Air Force personnel on a monthly basis. Nigerian Air Force personnel’s salaries are based on the Consolidated Armed Forces Salary Structure (CONAFSS) which is similar to other Civil Servants wages as determined by the National Salary, Incomes and Wages Commission (NSIW). Nigerian Air Force personnel salaries are paid according to rank in line with grade levels and steps similar to what is obtainable in the Civil Service. NIGERIAN AIR FORCE PROCUREMENT PROCESS

The Nigerian Air Force (NAF) procurement organisation aligns with the provisions of Public Procurement Act (2007). NAF operates a user led-procurement process where the identification of the need for goods and services to be procured originates from the user unit. Following the identification of the needed goods or services, the information is communicated via the Command Headquarters to HQ NAF. The request is further processed by the relevant specialist branch at HQ NAF who establishes the need for the goods/services to be procured. Further to the established need, the Chief of Air Staff tasks the Logistics Branch (Directorate of Procurement) to initiate procurement action. Accordingly, the appropriate procurement method is selected by the Director of Procurement to ascertain the vendor to carry out the procurement project.

The policy provides guidance to NAF personnel on the receipt and offering of gifts and souvenirs at individual and institutional levels as well as provision of hospitality for visitors. Others include limits for post Service activities of NAF personnel and the resolution of conflicts of interest between individuals and the institution. The policy further provides conditions under which NAF personnel are allowed to accept gifts and defines the acceptable value and types of gifts permissible by NAF personnel or establishments. It also specifies circumstances under which a NAF personnel or establishments may accept a gift when offered amongst others.

The Legal Department facilitates the administration of contracts while the Accounts and Budget Branch caters for the necessary payments through the Central Bank of Nigeria after approval from the Chief of the Air Staff. The relevant specialist branches are also incorporated in facilitating pre-shipment inspections and procurements involving specialist training. All procured items are delivered to the Equipment Supply Depot for appropriate documentation prior to the dispatch of the items to the user unit. There is a Project Implementation Monitoring Team that ensures that items delivered are in strict compliance with contract awards.

As part of the drive for transparency, the result of the bidding process are published in NAF website. Losers of NAF bids can request for debrief from the Directorate of Procurement.
