Chief of Standard and Evaluation (COSE)
 

1.     Air Vice Marshal Kingsley Gompen Lar was born to the family of late Nde Joshua and late Mrs Susanna Gompen Lar on 04 November 1964 at Pankshin, in Pankshin Local Government Area of Plateau State. He is of the Ngas ethnic group and hails from Kawat, Amper District of Kanke Local Government Area also of Plateau State. He started his primary education in 1971 at Army Children School, Ikeja, Lagos, through Local Authority Primary School, Ikeja, Local Education Authority (Demonstration) Primary School, New Barracks, Kawo, Kaduna and completed primary 7 in 1978 at Local Schools Board, Primary School, Jenta, Jos.

2.     He had his secondary education at the prestigious Nigerian Military School (NMS), Zaria from 21 August 1978 to 07 July 1983. He was admitted into the famous Nigerian Defence Academy (NDA), Kaduna as a member of the 34 Regular Combatant Course on 04 July 1983 and was commissioned Pilot Officer on 28 June 1986.

3.     AVM KG Lar has attended several military courses since being commissioned into the Service. These are the Military Police Officers Basic Course (MPOB) at the Nigerian Army School of Military Police (NASMP), Bassawa, Zaria in 1988, Advanced Detective Course (ADC) at the Police Staff College, Jos 1991 and the Junior Staff Course 41/96 at the Armed Forces Command and Staff College (AFCSC), Jaji, in 1996.

4.     Other courses attended by the Senior Officer are the Police Administration and Management Course (PAMC) at NASMP, in 1998 and the Senior Staff Course in 2001-2002 at the AFCSC, Jaji. He was a member of the National Defence College Course 19 from September 2010 to August 2011. The AVM is a prolific AP officer with good investigation skills. He has successfully prosecuted several high profile cases and held offices spanning the entire spectrum of policing duties in the NAF. 

5.     AVM Lar has a Diploma in Public Administration (DPA), from Kaduna Polytechnic 1993-1995, an Advanced Diploma in Security Operations and Management, (ADSOM) from the University of Lagos, 2006-2007, Diploma in Security Studies (DSS) (in view), the Certified Protection Officer (CPO) Diploma of the School of Management and Security Lagos and the International Foundation for Protection Officers’ USA respectively.

6.     The AVM is a member of numerous professional associations. He is a Fellow of the Nigerian Institute of Industrial Security (FNIIS), Fellow of the Institute of Chartered Administrators (FICA), Member Institute of Security of Nigeria (MISN) and Member Association of Safety and Security Operators of Nigeria (MAISSON). He is also a Member of the American Society for Industrial Security (ASIS), Member Nigerian Institute of Management (MNIM) and an Associate Member of the International Foundation for Protection Officers’ (AMIFPO) USA. The AVM has attended several seminars and workshops within and outside the country and holds a Master of Science Degree in Strategic Studies from the University of Ibadan. He is currently a Doctorate Degree (PhD) student in Security and Strategic Studies at the Nasarawa State University Keffi.

7.     During the course of his illustrious service, AVM Lar has held several appointments. He was the Officer Commanding of the Air Provost Squadrons’ in Enugu, Yola, Ibadan, Ikeja and Kaduna at various times between 1987 and 1998. While serving in NAF Yola from 1989 to 1990, he was a member of the Gongola State Task Force on Counterfeit and Fake Drugs. He was also the NAF representative in the Special Enquiries Bureau of the Nigeria Police Force, Kaduna from 1993 to 1995. The AVM also served as Aide-De-Camp to the Military Administrator of Anambra State from August 1996 to May 1997.

8.     AVM KG Lar was the Commanding Officer Provost Investigation Centre (PIC) in HQ NAF on several occasions from 1998 to 2006, a Directing Staff in both the Junior and Senior Staff Courses from May 2003 to June 2005 and later the Chief Instructor, General Services Division from July 2008 to January 2010 at the AFCSC, Jaji-Kaduna. He was the Acting Air Provost Marshal, Nigerian Air Force from 22 January 2010 to 24 September 2010.  He was promoted to the rank of Air Vice Marshal on 06 November 2014 with seniority of 28 June 2014. AVM Lar was also a Directing Staff at the National Defence College, Abuja from 24 October 2011 to 9 November 2012 and the Director of National and Military Strategy from 9 November 2012 to 10 Jan 2014. He was the College Secretary of the NDC from 10 January 2014 to 14 September 2015 and was the Director of Plans (DOPLANS), HQ NAF from 3 September 2015 to 16 February 2016. He was Coordinator, Project Implementation Monitoring Team in Headquarters Nigerian Air Force from 16 February 2016 to 9 July 2017. He was appointed as the Chief of Standards and Evaluation (COSE) on 9 July 2017. AVM Lar has been an external examiner to the NDC from 2014 to date.

9.     AVM Lar has the following awards and medals, Forces Service Star (FSS), Meritorious Service Star (MSS), Distinguished Service Star (DSS), General Service Star (GSS), Passed Staff Course Dagger (psc (+)), (Silver Eagle), the Golden Eagle Award as well as the Fellow of the Defence College Dagger (fdc (+)) awards.

10.    AVM Kingsley Gompen Lar has won many academic laurels (Service/Non-Service) including, Rectors Prize for Academic Excellence and First in Order of Merit DPA Years 1 and 2 Kaduna Polytechnic 1993 to 1995; Rector’s Prize for Best Graduating Student DPA, Kaduna Polytechnic 1993-1995; Best in Written Work JD 41/96 DAW, AFCSC, Jaji; Comdt Prize for Outstanding Performance and Best Graduating Student PAMC 1998, NASMP, Bassawa, Zaria.

11.    Other notable academic laurels won by the AVM include 2nd In Order of Merit in the Advanced Detective Course, Police Staff College, Jos, 1991 and 3rd In the Order of Merit in the Military Police Officers Basic Course at the Nigerian Army School of Military Police, Bassawa, Zaria, 1988.

12.    AVM KG Lar is married to Mrs Sheila Ngbocha Lar (nee Dagbue) and they are blessed with 3 lovely children, Solomon, Joshua and Susanna.

13.    The AVM is a gifted public speaker and has been MC at many NAF events including the maiden Air Expo 2010, and the 2nd Air Expo 2012 all in Kaduna as well as the CAS Awards Night held in Abuja in December 2011.

14.   His hobbies are preaching the gospel, watching documentaries/cartoons and playing golf. AVM Lar has won the Annual CAS Golf Tournament Officers’ Category 2 twice (Enugu 2007 and Otukpo 2008) respectively. He was also the Winner Best Gross Officers’ Category One at the Makurdi 2013 Annual CAS Golf Tournament and was the winner of the NAF 53rd Anniversary Golf Kitty held in Makurdi in April 2017. He currently plays off handicap 14. He was the Captain of Jaji Golf Club from August 2008 to January 2010.
